The Ministry of Housing and Urban-Rural Development recently issued a notice approving the "Prefabricated Building Evaluation Standard" (hereinafter referred to as "Prefabricated Building Standard") as a national standard, which will be implemented from February 1, 2018. The original national standard "Evaluation Standards for Industrialized Buildings" shall be abolished at the same time.

According to reports, prefabricated buildings represent a new round of scientific and technological revolution and industrial transformation in the construction industry. It is not only a major change in the transformation and construction methods of the traditional construction industry, but also an important measure to promote supply-side structural reforms, and it is also a strong support for the construction of new urbanization. In recent years, in the process of actively exploring the development of prefabricated buildings, China has encountered some urgent problems in the support and guarantee of the top-level design of technical specifications and standards. This makes there is still a big gap between the relevant standards of our country and the advanced standards of the international sustainable development of prefabricated building construction methods.

In order to promote the development of prefabricated buildings and standardize the evaluation of prefabricated buildings, in accordance with the requirements of the "Letter on Request to Carry out the Revision of the" Evaluation Standards for Industrialized Buildings "by the Standard and Quota Department of the Ministry of Housing and Urban-Rural Development, the Science and Technology and Industrialization Development Center of the Ministry of Housing and Urban-Rural Development (Housing Industrialization Promotion Center) and relevant units carried out the preparation of prefabricated standards. The compilation team carried out extensive investigation and research, carefully analyzed the implementation of the "Evaluation Standards for Industrialized Buildings", summarized practical experience, and carried out a number of special studies with reference to relevant national standards and foreign advanced standards. On the basis of this, the "Assembly Standard" was compiled.

The "Prefabricated Standard" and the "Prefabricated Concrete Building Technical Standard", "Prefabricated Steel Structure Building Technical Standard" and "Prefabricated Wood Structure Building Technical Standard" organized by the Ministry of Housing and Urban-Rural Development, which were implemented on June 1, 2017, will effectively play a leading role and promote the healthy, rapid and sustainable development of prefabricated buildings in my country.

The Assembly Standard mainly includes five parts: general rules, terminology, basic provisions, assembly rate calculation and evaluation grade division, which are applicable to the evaluation of the degree of assembly of civil buildings. The Assembly Standard uses the assembly rate to evaluate the degree of assembly of the building.

According to the "Assembled Standard", the calculation of assembly rate and the grade evaluation of prefabricated buildings shall take the single building as the calculation and evaluation unit and meet the following requirements: the single building shall be confirmed according to the building number of the project planning approval document; When the building is composed of the main building and the podium, the main building and the podium can be calculated and evaluated according to different single buildings; when the number of floors of a single building is not more than 3 floors and the above-ground building area is not more than 500 square meters, a building group composed of multiple single buildings can be used as the calculation and evaluation unit.

The evaluation of prefabricated buildings shall meet the following requirements: pre-evaluation shall be carried out in the design stage, and the assembly rate shall be calculated according to the design documents; The project evaluation shall be carried out after the completion acceptance of the project and the assembly rate shall be calculated and the evaluation grade shall be determined according to the completion acceptance data.

Prefabricated buildings shall meet the following requirements at the same time: the evaluation score of the main structure shall not be less than 20 points; The evaluation score of enclosure wall and inner partition wall shall not be less than 10 points; Full decoration shall be adopted; The assembly rate shall not be less than 50%.

In addition, the Assembly Standard also makes it clear that assembly buildings should be decorated with assembly.

According to the requirements, the assembly rate shall be calculated according to the evaluation scores of the participating evaluation projects, I .e. the ratio of the sum of the actual scores of the participating projects in the three indicators of the main structure (50 points), enclosure wall and inner partition wall (20 points), decoration and equipment pipeline (30 points) to the total score of the participating evaluation projects.
