In the face of the severe situation of the upcoming resumption of work, the group makes overall arrangements, makes a careful plan for the resumption of work, further strengthens the implementation of responsibility, defines the subject of prevention and control responsibility, and strictly pursues the accountability system. Vice Chairman Hu Xiang, as the first person in charge of epidemic prevention and control of North group, made overall arrangements for various epidemic prevention and control work; General manager Zhang Quan is responsible for the overall management of epidemic prevention and control on the construction site of the group's projects; Wu GUI, Secretary of the Party committee, is responsible for coordinating and managing the epidemic prevention and control work of all units and organs of the group; As the first person responsible for the epidemic prevention and control of the unit, the person in charge of each unit shall strictly implement the deployment requirements of epidemic prevention and control of northern group. Strengthen responsibility and strictly implement the responsibility system

The group will further strengthen the implementation and supervision of responsibilities, and urge the heads of all units to do a good job in epidemic monitoring, investigation, early warning, prevention and control, so as to strictly prevent and avoid dead corners. Those who fail to act, take responsibility or implement effectively in the prevention and control work shall be seriously held accountable. All units should scientifically study and judge the situation, accurately grasp the epidemic situation, unify leadership, command and action, and earnestly take epidemic prevention and control as the most important work at present. All units should make preparations for the prevention and control of the epidemic situation on the construction site and the full resumption of work, and carry out redeployment and implementation. The core task is to seize the time to integrate the construction force.

Care for life and ensure that all personnel are protected in place

All units shall comprehensively and thoroughly investigate the work and life dynamics, schedule, physical condition and family members of employees, and make sure that the number is clear, clear and accurate. We should educate and guide employees and their families to do a good job in epidemic prevention and control, strictly abide by the arrangements of the superior, and ensure that all personnel are protected in place. We should strengthen the management and control of organs at all levels, be familiar with and master the operation skills of temperature measurement and monitoring, strictly review the entry and exit personnel, and effectively ensure the health of office personnel. All units shall purchase sufficient necessary protective articles such as masks, disinfectants and thermometers before going to work, and share information with on-site construction management personnel to form linkage.

Scientific organization and orderly construction and production

All projects will be resumed in three batches. All units shall formulate labor personnel and material construction plans in advance, pay attention to epidemic prevention and control and production and operation. For the first batch of projects to return to work during the epidemic, the return to work plan shall be formulated scientifically and reasonably, and the epidemic prevention and control implementation team and relevant departments and offices of the organ shall give key attention and full support to ensure that the double requirements of epidemic prevention and control and normal return to work are met. For key projects and projects with tight construction period, we will earnestly do a good job in epidemic prevention and control according to the requirements of superior documents, and start and resume work in an orderly manner. Materials, materials, equipment and labor force are the basis for starting and resuming work. We must plan and scientifically arrange the production and operation plan in advance to ensure sufficient materials and labor force, and ensure the normal operation after resuming work. The group will set up a resumption supervision group to comprehensively collect and summarize the on-site personnel, commencement and resumption of work and existing problems of each project, master the relevant requirements of the territorial Government and the owner, make an overall analysis of various resource guarantees such as labor and materials from the perspective of production organization, and guide the orderly construction and production of each project. At special times, employees should make a work plan in combination with the established annual goals, stop work without stopping work, and make positive preparations for entering the working state quickly after the epidemic.
